It is not necessary for administrators to have access to users' personal email or phone numbers because Decidim has an internal messaging system that allows anyone to write to any profile. To start a conversation, simply click on the small envelope next to the author of a proposal or directly on their public profile. This will open a thread:

When a message is sent to you, you receive a notification by email and in the Decidim navigation bar; the Envelope icon that changes color.
