Who has access to France Connect?
French people who do not have access to the service
Users who cannot use FranceConnect :
Overseas collectivities (French Polynesia, St. Barthélemy, St. Martin, St. Pierre and Miquelon and Wallis and Futuna): persons exist in the RNIPP but identity providers are not available.
It is also necessary to add New Caledonia (even if this territory is subject to specificities).
Foreigners living in France but having no link with the French administration: are excluded from the FC scheme.
French people who have access to the service
Users who can use FC :
French people born in FranceOverseas departments (Guadeloupe, Martinique, French Guiana, Reunion and Mayotte): registered with the RNIPP and have a priori access to all identity providers.French citizens born abroad: registered with the RNIPP .Foreigners residing in France and in a regular situation: they are registered with the RNIPP as soon as they are "in contact" with the French administration: working, studying or seeking treatment. Their residence permit allows them to obtain a digital identity via La Poste.
Concerning the notion of expatriates:
- all French expatriates who are working abroad or in overseas territories and departments can access FC.
- people receiving a pension from France (French citizens born in France, French citizens born abroad) who have decided to live abroad can access FC.
- French people living abroad and no longer having administrative links with France encounter difficulties in using FC.
Indeed, they no longer have a tax account, nor a health insurance account, the post office is far away, the mobile subscription is not eligible. On the other hand, in a few months, their passport will allow them to use FC via ALICEM.
No one could use it because of an anomaly.
It remains to list the people with an "anomaly" in their civil status.
Unfortunately, the proportion is higher for individuals who were not born in France, because the processes for declaring their births to the civil registry are more complex or are linked to "badly managed" waves of immigration.
The types of anomalies concerned are :
Completely homonymous persons; that is, they have rigorously the same pivotal data: surname, first names, date, city of birth, country of birth.
There are about 300 in France and 61,000 for people born abroad (the risk of homonymity is higher for people born abroad because we use 4 criteria instead of 5: surname, first names, date, country of birth).
There are persons who do not have a surname/first name (117 000 persons would be concerned): the CF scheme only works if all the data of the pivot identity are present. Some people have an incomplete date of birth (no known day and/or month of birth) on their civil status. Mass adjustments have been made for some FIs and we are currently planning further mass adjustments. The official geographical code of the country of birth of people born in certain regions (former colonies) has changed over the course of history. Corrective actions have been underway since 2019 and need to be completed over time. to address this type of incident.
Users confronted with one of these types of anomaly should contact our Support department, which will diagnose the problem and direct the user to the "Request for civil status correction from INSEE" procedure.
